Major IAS Reshuffle Likely After Assembly Session

A major administrative reshuffle is expected in Chhattisgarh once the ongoing Assembly session concludes, with several district collectors and senior secretaries likely to be transferred. Even before the anticipated transfer list, the state government replaced Gaurela-Pendra-Marwahi (GPM) Collector Dr. Santosh Kumar Dewangan. IAS officer Vijay Dayaram, a 2015-batch officer, has been appointed as the new collector. According to administrative circles, the forthcoming list may include the transfer of collectors posted in Kanker, Sakti, Janjgir-Champa, Gariaband, Durg and Balod. There is speculation that Durg Collector Abhijit Singh could be assigned a larger district, while Janjgir-Champa Collector Janmejay Mahobe may be shifted to the state headquarters. Gariaband Collector Bhagwan Singh Uike, who is due to retire later this year, is also expected to be posted at the headquarters. Apart from collectors, the government is also likely to reshuffle the portfolios of several secretaries, making it one of the most significant bureaucratic exercises of the year.

School Education Department Tightens Focus on Teachers

The Chhattisgarh School Education Department has intensified efforts to improve learning outcomes by strengthening teacher accountability and streamlining administrative practices. The department has achieved nearly 82 per cent digital attendance monitoring of teachers under the supervision of Secretary Dr. K.P. Singh. Simultaneously, it is reviewing the status of nearly 10,000 employees and teachers currently working on deputation (sanlagnikaran), a practice officials believe has adversely affected classroom teaching in government schools. An action plan is being prepared to send a majority of these teachers back to their parent schools to address staff shortages. The department has also advanced the academic calendar by commencing the school session from April 1, allowing students to complete the syllabus on time. Authorities are now focusing on improving student attendance while strengthening facilities such as a centralized meal system to enhance the overall quality of education.

Advice to Ministers: Credibility Matters Too

Chief Minister Vishnu Deo Sai has begun laying the political groundwork for the 2028 Assembly elections, urging party leaders and workers to remain active among the people, maintain composure and communicate politely. His message—”keep ice on the head, sugar on the tongue and a wheel beneath your feet”—was a call for calm leadership, courteous public interaction and continuous grassroots engagement. However, political observers believe one more principle deserves equal emphasis: credibility. Recent controversies have highlighted the political cost of contradictory statements made by some ministers. The dispute surrounding Nakti village has particularly drawn attention, with conflicting official records and public statements raising questions about transparency and accountability. In the age of instant information and social media scrutiny, credibility has become one of the most valuable assets for any government. Public trust, once lost, is difficult to regain. As the BJP prepares for the next electoral battle, maintaining that trust may prove just as important as organisational preparedness.

Welfare Schemes Under Scanner Over Procurement Controversies

Procurement-related controversies continue to cast a shadow over welfare schemes in Chhattisgarh. Following allegations of irregularities in the procurement of sarees under the Women and Child Development Department—which eventually led to the government opting for direct cash transfers—the distribution of footwear to tendu leaf pluckers has now run into trouble. The Chhattisgarh High Court recently cancelled the tender process for the Charanpaduka scheme after questions were raised over the procurement process. As a result, footwear scheduled for distribution before the tendu collection season has yet to reach beneficiaries. Observers note that similar concerns had surfaced during last year’s procurement process as well. With welfare schemes aimed at economically weaker sections repeatedly facing procurement disputes, demands for greater transparency and accountability in public purchases are growing louder.

IPS Reshuffle Signals Return of Senior Officers

The latest IPS reshuffle in Chhattisgarh has brought several senior officers back into key field assignments while reinforcing the growing prominence of the Raipur Police Commissionerate. IPS officer Ajay Kumar Yadav has been appointed Inspector General of Rajnandgaon Range after serving at the Police Academy, while IG Prashant Agrawal has returned to Police Headquarters from Bastar. The reshuffle also saw three Deputy Commissioners of Police from the Raipur Commissionerate—Mayank Gurjar, Umesh Kumar Gupta and Sandeep Patel—being appointed as district Superintendents of Police, underlining the commissionerate’s growing influence within the state’s policing structure. Several officers who had remained in less prominent assignments over the past few years have also returned to mainstream policing responsibilities.

Ramgopal Agrawal’s Surrender Revives Coal Levy Debate

Congress treasurer Ramgopal Agrawal’s surrender before the Economic Offences Wing (EOW) after nearly three years has once again brought the alleged coal levy case into public focus.
